Notice: Continuation of the National Emergency with Respect to Certain Terrorist Attacks

Consistent with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency I declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks at the World Trade Center, New York, New York, the Pentagon, and aboard United Airlines flight 93, and the continuing and immediate threat of further attacks on the United States.
Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency, must continue in effect beyond September 14, 2008. Therefore, I am continuing in effect for an additional year the national emergency I declared on September 14, 2001, with respect to the terrorist threat.
This notice shall be published in the Federal Register and transmitted to the Congress.

Russian nuclear warship in Venezuela manoeuvres

MOSCOW (AFP) - Russia said Monday it was dispatching a nuclear cruiser and other warships and planes to the Caribbean for joint exercises with Venezuela, the first such manoeuvres in the US vicinity since the Cold War.
The announcement came amid soaring tensions between Russia and the United States, including over the presence of US naval vessels sent close to Russian shores to deliver aid to Georgia, but Washington downplayed its significance.
In a statement, a spokesman for the Russian navy said the joint manoeuvres would take place in November under an agreement sealed when the leaders of the two countries met in Moscow in July.
Among the Russian ships to take part in the exercises would be the heavy nuclear-powered guided missile cruiser Peter the Great, a vessel with massive firepower whose cruise missiles can deliver nuclear or conventional warheads. (Read Complete Article)
